Shanghai Action Plan for Promoting the Construction of New Infrastructure (2020-2022)
New infrastructure is an infrastructure system guided by new development concepts, driven by technological innovation, based on information networks, and oriented towards high-quality development needs, providing services such as digital transformation, intelligent upgrading, and integrated innovation. Accelerating the construction of new infrastructure is not only an important means to cope with the adverse effects of the COVID-19 epidemic and promote the smooth operation of the economy, but also a strategic support to enhance the ability to innovate policy sources and cultivate new drivers of economic development. In order to accelerate the construction of new infrastructure with Shanghai characteristics and cultivate the development of a new economy, this action plan is formulated.
1、 Overall requirements
(1) Guiding ideology
We will promote the construction of new generation network infrastructure such as 5G at a high level, continue to maintain the international competitiveness of innovative infrastructure such as photon science, accelerate the construction of integrated and integrated infrastructure such as artificial intelligence, improve the layout of intelligent terminals for social governance and livelihood services, focus on creating new supply, stimulating new demand, and cultivating new momentum, laying a new foundation for Shanghai to accelerate the construction of a modern industrial system, and creating a new engine for high-quality economic development.

By 2022, the city's new infrastructure construction scale and innovation level will reach the international first-class level, and the high-level development pattern of high-speed, ubiquitous, integrated and smart will be basically formed. New technologies such as 5G, artificial intelligence, Industrial Internet, Internet of Things, and digital twins will be fully integrated into the city's production and life. New infrastructure will become an important support for high-quality economic development and efficient urban governance in Shanghai.
——Build a benchmark city for the global new generation of information infrastructure. Taking the lead in building a globally leading information infrastructure layout, laying the foundation for the formation of a "GTPE" (G-level interconnection, T-level exports, P-level computing power, E-level storage) development pattern at the end of the 14th Five Year Plan period, and consolidating and enhancing the position of the Asia Pacific information and communication hub.
——Forming the embryonic form of a large scientific facility group with the largest scale, most comprehensive types, and strongest comprehensive service functions in the world. Build a large facility cluster led by hard X-ray free-electron laser device, based on Shanghai Synchrotron Radiation Facility and other large photon science facilities, and supported by several facilities of life, energy and ocean, with the overall level reaching the international leading level.
——Build a large-scale urban public digital base with international influence. Build one city's big data resource platform, 16 big data resource sub platforms, several data service platforms, and about 1000 data training sets, and more than 500 industry algorithm models that serve the "One Network Management" and "One Network Management", to support comprehensive changes in urban governance on a larger scale, in a wider field, and at a deeper level.
——Build a world-class network of intelligent terminal facilities in cities. We will establish 10 million social governance neuron perception nodes, add 50 kilometers of open testing roads for the Internet of Vehicles, build 100000 charging and swapping terminal facilities, build 100 benchmark schools for educational informatization applications, and add more than 20 internet hospitals.
2、 Main tasks
(1) Implement the Action of Building a New Generation Network Infrastructure ("New Network")
1. High level construction of 5G and fixed network "dual gigabit" broadband networks. Develop a new round of 5G construction action plan, build 34000 new 5G base stations within three years, accelerate the construction of 5G independent networking (SA), take the lead in building the SA core network, and continue to promote deep coverage of key areas and functional coverage of each area, forming scale effective applications on the basis of achieving city wide coverage. Achieve full coverage of our city's household gigabit access capability and commercial building 10G access capability. The average access capacity of mobile communication networks and fixed broadband networks reaches 1000Mbps, and the average user perception rate reaches 50Mbps. 2. Accelerate the layout of the whole network enabled Industrial Internet clusters. We will implement a new round of Industrial Internet three-year action, build the National Industrial Internet System and Product Quality Supervision and Inspection Center, as well as 10 secondary nodes for industry identity resolution, such as machine tools and steel, deepen innovative applications, promote the expansion and capacity increase of the national top node (Shanghai) for identity resolution, and build a public service platform for Industrial Internet in the Yangtze River Delta. Build over 100 unmanned factories, production lines, and workshops to accelerate the intelligent transformation of the industry. Promote the construction of 20 industry platforms with national influence by relevant leading enterprises, and drive 150000 enterprises to use cloud platforms. 3. Accelerate the large-scale deployment of the next generation internet. Promote the upgrade of Internet application IPv6, focus on new smart cities, artificial intelligence and other fields, strengthen the collaborative innovation and development of terminals based on IPv6 networks, and achieve IPv6 active users accounting for more than 60% of Internet users, with comprehensive support for IPv6 in networks, applications, and terminals. Accelerate the transformation of access facility software definition network (SDN) and network functions virtualization (NFV), realize on-demand supply of information and communication services, and realize personalized customization and out of the box use of information network applications. We will make every effort to promote the construction of hard X-ray free-electron laser devices, and accelerate the construction of major scientific and technological infrastructure such as the Shanghai Synchrotron Radiation Facility line station project, soft X-ray, live cell imaging, and ultra intense and ultra short laser. Strengthen forward-looking strategic layout research, build photon science laboratories, and carry out pre research on next-generation photon science facilities. In terms of systems biology facilities, we will establish a measurement system for life omics and phenotype omics, create a real environment simulation module group, and achieve precise measurement, system deconstruction, and regulatory intervention of complex human life processes. In terms of unmanned system multi body collaborative facilities, build an artificial intelligence comprehensive environment simulation platform to achieve coupled environment simulation; Build a full scene awareness system to achieve dynamic environmental awareness and real-time monitoring; Build a multi body collaborative control experimental system to achieve coordinated control of thousands of land, sea, air, and space vehicles. In terms of deep-sea floating research facilities, the main body of the facilities is floating at sea, capable of self deployment and precise positioning in specific sea areas, and supporting construction includes shore based supply bases, auxiliary supply engineering ships, etc., to achieve long-term offshore residency and conduct uninterrupted scientific experiments. In terms of biomedical big data facilities, we will develop specialized computing devices, build analysis, mining, and application service systems, software and hardware support, and security environment systems to form a biomedical big data resource system.
